TMB, Inc has an exciting opportunity for a Financial Analyst to support SEA 21. 

Responsibilities

  • Collaborate with SEA 21 Directorates and Navy Activities in recommending and implementing new and revised financial management concepts, procedures, and strategies that align with SEA 21 mission objectives.
  • Develop and implement financial management plans, procedures, and programs to facilitate application of financial resources when preparing budget exhibits, executing funding documents, and preparing budget and execution reports.
  • Support knowledge training sessions for government and contractor personnel to facilitate the transfer of SEA 21F corporate knowledge.
  • Create standard operating procedures of budget and execution processes, and desk guides of NAVSEA financial databases.
  • Develop documentation, reports, and project plans and prepare briefings and staff seminars.
  • Prepare and analyze budget tracker reports.
  • Lead reconciliation of unexpended funding across various appropriations and fiscal years.
  • Assist with Dormant Account Review – Quarterly Audit drills.
  • Report on the SEA21/CNRMC Travel Funding tracker.
  • You will develop, foster, and maintain professional, collaborative relationships with key sponsors, stakeholders, program managers, program directors, and other government and contractor organizations.
  • You will promote a culture of technical excellence, professionalism, mentoring and guidance, workforce development, administrative compliance, continuous improvement, cross-organizational collaboration, and mission-based commitment.
  • You will actively participate in collateral duties to include technical and organizational initiatives, studies, and working groups.

Qualifications

  • Ability to obtain and maintain an active Secret clearance.
  • Bachelor’s degree in related discipline plus 2 to 4 years of directly related experience in a government financial environment.
  • Navy ERP experience.
  • Advanced Microsoft Office experience including PowerPoint and Excel skills.
  • Excellent communication skills – oral and written.
  • Knowledge of DOD and USN Policies and Procedures, specifically including knowledge of the Navy Financial System and understanding of the requirements, planning and budget process.
  • Independent, Self-Starter Skills (does not require continual oversight or direction).
  • Excellent time management, communication, organizational, and interpersonal skills.
  • Ability to perform frequent internal and external customer interface including regularly scheduled and ad hoc meetings.
  • Ability to travel reasonable distances (up to ½ mile one way) to meet with customers or other company personnel in the execution of job functions.
  • Ability to lift and carry up to 25 pounds in order to carry a laptop, notebooks, papers, binders and other tools and equipment required in the execution of job functions.
