TMB, Inc has an exciting opportunity for a Sr. Financial Analyst to provide support to PMS 317.

Responsibilities

  • Lead and participate in the collection, preparation and maintenance of Task Planning Sheets (TPS) to capture the PMS 317 program office requirements from the Performing Activities (PA).
  • Lead and participate in the preparation of funding documents in the Enterprise Resource Planning (ERP) accounting database and submit to cognizant sponsoring organizations for processing; track the funding documents through the process to completion and PA acceptance.
  • Lead and participate in the maintenance of TPS Budget Execution Workbook to keep record of current budgets, allocations, track budget and allocation revisions, and track funds execution to ensure that performing activities meet obligation and expenditure benchmarks and targets.
  • Lead and participation in the preparation of monthly Principal Assistant Program Manager (PAPM) and Task Manager (TM) Execution Status Reports. Provide support for major reviews, including the Mid-Year Review. Assist in preparation of other periodic and ad hoc reports as required.
  • Lead the identification of expiring funds. Engage government Program Analysts (PAs) to determine if funds are available for recoupment, and prepare plan for recoupment of funds and realignment as applicable.
  • Lead the tracking of funding document Work Completion Dates (WCD). Develop plan as needed to extend WCD dates or recoup/reissue funds for funding documents with remaining unliquidated obligations.
  • Lead efforts to research and prepare responses to financial data calls from various organizations, including, the NAVSEA comptroller, the IWS Chief Financial Officer, and resource sponsors.
  • Lead the development of data for presentation at Program Reviews and Financial Reviews.
  • Lead the development of recommended Courses of Action based on analysis of data presented at Program Reviews and Financial Reviews.
  • Maintain and improve proficiency in MS Office, specifically Excel, Word, and PowerPoint as well as assisting team members, peers and subordinates, in their improving proficiency in MS Office suite programs.
  • Maintain the ability to independently perform frequent internal and external customer interface including regularly scheduled and ad hoc meetings.
  • Maintain proficiency in Enterprise Resource Planning Program (ERP), Planning, Standard Accounting and Reporting System (STARS), Automated Funding Document System (AUTODOC), Computer Optimized Batch Reconciliation Application (COBRA), Mechanization of Contract Administrative Services (MOCAS), Program/Budget Information System (PBIS), Program Resources Integrated Solutions Management System (PRISMS), NAVSEA Headquarters System (NHS), Naval Data environment (NDE). Lead efforts to improve team members, peers and subordinates, in their improving proficiency in the fore-mentioned BFM information management databases and program.
  • Lead Earned Value Management (EVM) support efforts to include.
    • Perform Contract Performance Report (CPR) review and analysis utilizing. Formats 1-5 and Contractor supplemental reports.
    • Provide input to Contract language and CDRL requirements as it applies to EVM.
    • Support Production Readiness Reviews, Integrated Baseline Reviews, miscellaneous audits including DCMA reviews.
    • Perform Independent Cost Estimating analyses.
    • Develop PMEACs.
    • Evaluate Contractor EACs.
    • Evaluate Inflation, Economic Price Adjustment (EPA), and yard wide work load planning impacts.
    • Evaluate Contract Funds Status Reports.
    • Review Contractor System Descriptions.
    • Evaluate OTB/OTS requests.Review Production reports for EVM impacts.
    • Perform Shareline calculations.
    • Knowledge of winsight database.
    • Maintenance of all contractor invoices.
  • Other duties as assigned.

Qualifications

  • At least 15 years of experience providing financial support to U.S. Navy program offices.
  • Bachelor's degree equivalent U.S. Military service experience.
  • Must be a United States citizen.
  • Must possess an active DOD Secret security clearance.
  • Proficiency using the Microsoft Office suite including Word, Excel, and PowerPoint.
  • Outstanding verbal and written communications skills.
  • Ability to perform frequent internal and external customer interface including regularly scheduled and ad hoc meetings.
  • Ability to travel reasonable distances (up to ½ mile one way) to meet with customers or other company personnel in the execution of job functions.
  • Ability to lift and carry up to 25 pounds in order to carry a laptop, notebooks, papers, binders and other tools and equipment required in the execution of job functions.
